Or rather, it would have picked up there had it not received the dreaded AO rating by the ESRB, effectively rendering it banned until the developers edited the offending content. Rockstar eventually did just that and resubmitted to the ESRB, though in the end its weak gameplay wound up hurting it more than its reputation.
